Sealed bids will be received at the office of the City Clerk, City Hall, 109 East Olive Street, Bloomington, Illinois 61701, until Tuesday, September 5, 2017, at 11:00 AM at which time they will be publicly opened and read for the following:

This project consists of the following major work item(s):

1.  Work shall consist of the repair, removal, reconstruction and other work related to existing public facilities of the City of Bloomington.

2.  Work will involve removal and replacement of existing paved ditch and chain link fence.

3.  Repairs to concrete and joint sealant at the spillway.

4.  Construction of a new sump pit in the stilling basin slab

and other necessary items and incidentals.

Inquiries as to the requirements of the specifications will be addressed at the Pre-Bid Conference, to be held on Tuesday, August 15 2017, at 1:30 PM at the Bloomington Water Treatment Plant, located at 25555 Waterside Way, Hudson Illinois, 61748.  A site visit of Evergreen Lake will immediately follow.  It is highly suggested that interested parties attend.  This is the only time scheduled for site visit.   

Bid documents are to be obtained from the City of Bloomington Procurement Services by sending an email to procurement@cityblm.org with a subject heading of “PROJECT NAME – Bid No. 2018-15 Dam Repairs Evergreen Lake and Lake Bloomington”.  Respondents must provide their complete name, company name, street address, telephone number, fax number and email address.  Only contractors recorded with the City, as a bona fide plan holder, are eligible for the contract award.

The City of Bloomington reserves the right to reject any and all bids and to waive technicalities. 

The City of Bloomington requires all contractors doing business with the City not to discriminate on the basis of race, age, color, religion, gender, ancestry, national origin, marital status, mental or physical disability unrelated to ability, familial status or sexual orientation.

Bid must be accompanied by a Bid guaranty which shall not be less than ten percent (10%) of the amount of the Bid.  The successful bidder will be required to provide Performance and Payment Bonds in the amount equal to 100% of the contract price, within ten (10) business days after the bid award.

Contractors shall not pay less than the prevailing rates of wages to all laborers, workmen, and mechanics performing work under this contract, and shall comply with the requirements of the Illinois Prevailing Wage Act (820 ILCS 130/1-12).

Bids may not be withdrawn for a period of 90 days after the bid opening date.
