Community Development  

COMMUNITY DEVELOPMENT MISSION STATEMENT

To create, maintain, preserve, and provide affordable, safe housing opportunities, programs and services.

Community Development Block Grant (CDBG) funds are administered through the Code Enforcement Division of the Planning and Code Enforcement Department (PACE). PACE also includes Building Safety, Facilities Management, and Planning and Zoning.

Service

  • Code Enforcement provides CDBG funds for rehabilitation of single-family dwellings to (1) serve as a benefit to low and moderate income households and (2) to serve as an elimination of slum/blight.
  • Code Enforcement administers CDBG funds to demolish deteriorated structures within the City of Bloomington.
  • The Code Enforcement Division is an active member of the McLean County and Central Illinois Continuum of Care, and the Grant Administrator for the McLean County Continuum of Care.

CDBG Goals in FY 2009-2010

Continue implementation of McLean County's Continuum of Care strategic Plan to End Chronic Homelessness by 2014, including the following four goals:

  1. Increase the stock of affordable and / or subsidized housing throughout McLean County.
  2. Improve and increase supportive services for the homeless.
  3. Increase public awareness and support for plans to end homelessness.
  4. Increase the focus on prevention.

Administer the single family owner occupied rehabilitation program.

Administer the clearance program for deteriorated, vacant and/or abandoned properties

Administer, if awarded, the Neighborhood Stabilization Program (NSP) funded through the State.

Administer capital improvement activities in West Bloomington Neighborhood area (i.e., sidewalk replacement).

Support homeless prevention activities and emergency services.

Complete and submit to The Department of Housing and Urban Development the FY34 (May 1, 2008 - April 30, 2009) Consolidated Annual Performance and Evaluation Report (CAPER), due by July 30, 2009.
