Welcome to our web site.
We are continually working to create a more user-friendly and pleasant place to share information. The men and women of the Bloomington, Illinois Police Department are among the most dedicated, educated, and service-oriented law enforcement professionals you will find anywhere. It is with great pride that I have been selected to serve as the leader of such a staff. Recent personnel changes and resource allocations were made to enhance what has always been a very competent and hard working group. In an age of shrinking budgets and efficiency requirements, it made sense to place our people where they will best serve the needs of our community, while providing a safe and productive work environment for those who daily do an extremely difficult and demanding job.
I invite you to learn more about our department and the many highly-specialized services we provide. The Bloomington Police Department offers services usually found only in large metropolitan departments, including technical accident reconstruction, a full-service crime laboratory staffed with full-time crime scene analysts, and a crime and intelligence analysis unit that is second to none in the state of Illinois. We have officers assigned to federal task forces with the United States Marshals Service (Violent Fugitive Apprehension) and the United States Secret Service (Cyber Crimes); and with the Illinois State Police (Narcotics). We have a fully-trained and outfitted Special Weapons and Tactics Squad (SWAT) and a Crisis Negotiations Unit (CNU) to handle barricaded, suicidal, and hostage situations. Our Field Training Officer program provides on-the-job training for recruit officers and continued education for our entire staff. We offer a School Resource Officer program to local school districts with three officers currently assigned full-time as SRO’s. The BPD Canine Unit consists of four well-trained K-9 handlers and their full-service partners. Our Communications Division has the latest in computer-aided dispatching technology and all of the city’s emergency service vehicles have automatic vehicle locater (AVL) equipment.
We have recently restructured the department to include a 4th patrol shift (6pm-4am). Our re-designed Street Crimes Unit (SCU) now incorporates the BPD Vice Unit, our former Pro-Active Gang Unit, and the U. S. Marshals Service investigators. This unit works in specific high-crime focus areas throughout the city.
Our Strategic Plan for the next three years is very detailed and offers four main goals and very specific guidelines for putting our department at a level above many comparable departments. Open communication with the public and the media is helping us accomplish many of these goals by creating a true partnership with the community and social service agencies throughout the region.
We welcome your ideas and suggestions for improvements in our services.
Thank you for visiting.
Randall D. McKinley
