Recreation Program Manager
Reports To: Superintendent of Recreation

Summary: Responsible level of work in planning, organizing and directing various recreational programs for the general public and/or special populations. Responsible for the development, coordination, and supervision of a major sector of the Recreation Program, such as athletic, aquatic, cultural arts, teen, adult and/or individuals with disabilities. Work involves a variety of public contact with volunteer groups, news media and the general public.
Essential Functionsinclude the following. Other duties may be assigned.
Plan, organize, schedule, direct and/or lead various recreational programs; organize, supervise and stimulate interest among the general public and special populations, i.e. teenagers, senior citizens, individuals with disabilities in various social and sports events, hobbies, educational and other recreational activities.
Develop and monitor program budgets; submit receipts and bills for payment.
Secure supplies, equipment and facilities; prepare brochure articles, news releases, flyers, schedules and pamphlets designed to interest the public in programs.
Recruit, interview, hire and train program staff and volunteers; supervise and evaluate performance.
Contract with staff and performers for specialized programs.
Supervisory Functions
Supervise seasonal employees, and participate in the hiring and training of staff.
Develop staffing plan, and develop and maintain weekly staff schedules to ensure coverage.
Direct seasonal staff to ensure performance continues to meet customer service and other standards.
Interview and select department personnel in consultation with Superintendent of Recreation, subordinate staff and Human Resources.
Make recommendations for formal staff discipline within the department, in consultation with Superintendent of Recreation, subordinate staff and Human Resources Director.
Monitor contractual obligations between department and other agencies or businesses.
Assure adherence to standards and work relating to safety.
Qualifications

1) Education/Experience: Bachelor's Degree in Recreation or a related field. Two years recreational experience in a supervisory role. Certified Leisure Professional and Basic First Aid/CPR Certification preferred or any equivalent combination of training, education and experience.
2) General Skill Levels: Ability to work with customers and solve problems. Ability to analyze, organize and process quantitative data quickly and accurately. Ability to use word processing, spreadsheet, Internet and e-mail software, and other applications as needed by the department. Ability to train and supervise subordinate personnel; ability to communicate effectively orally and in writing; ability to establish and maintain effective working relationships with subordinates, peers, supervisors, and customers; ability to exercise sound judgment in evaluating situations and in making decisions; ability to give verbal and written instructions. Ability to prepare detailed work reports. Ability to direct, appraise and discipline staff in a respectful and constructive manner. Knowledge of first aid, CPR, and safety precautions.

Supervisory Responsibilities: Supervises seasonal employees. Carries out supervisory responsibilities in accordance with the City's policies and applicable laws. Responsibilities include assisting in interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; complaints and resolving problems, subject to the review of the Supervisor.
Physical Requirements/Working Conditions: Work is performed in both office and field environments. Oversight activities may take place in moist or humid conditions and in a range of outdoor temperatures.
ADDENDUM
This position will work with individuals with disabilities. It is highly recommended that this person have a national certification with NCTRC (National Council on Therapeutic Recreation Certification) as CTRS (Certified Therapeutic Recreation Specialist).

* Broad based knowledge of disabilities including etiology, functional characteristics, developmental sequences, and steps.
