The City of Bloomington partners with the Illinois Department of Transportation (IDOT) through a Municipal Maintenance Agreement to address maintenance of State jurisdiction roadways within the City's corporate limits. The City of Bloomington is responsible for “routine maintenance” of some of the state roads in the community.

However, more extensive repairs and improvements are the responsibility of IDOT. This page contains a list of IDOT projects listed in the FY 2019-2024 Proposed Highway Improvement Program.

Interstate 55 Business (Veterans Parkway) from Commerce Parkway to Old Route 66, Illinois 9 (Empire Street) from Service Drive to east of Prospect Road and at Illinois 9 (Empire Street)
Resurfacing on 6.2 miles and ADA improvements from Commerce Parkway to Old Route 66 and on Illinois 9 from Service Drive to east of Prospect Road and engineering for a feasibility study at Illinois 9 are programmed during FY 2019-2024 at a cost of $13.6 million. Of this total, the resurfacing on 1.41 miles and ADA improvements on Interstate 55 Business from 0.1 mile north of East Washington Street to Clearwater Avenue and on Illinois 9 from Service Drive to east of Prospect Road is programmed in FY 2019 at a cost of $3.1 million, and the engineering for a feasibility study at Illinois 9 is programmed in FY 2019 at a cost of $500,000.

US 51 Business (Center Street) from Kentucky Alley to Oakland Avenue
This project includes a bridge deck overlay and bridge repair on the southbound Center Street bridge that goes over the Norfolk Southern Railroad, which is between Kentucky Alley and Oakland Avenue. The repairs are programmed in FY 2019 at a cost of $1,000,000.

US 150 / IL 9, east of I-74 to Royal Pointe Dr
IDOT has identified the need for an extensive roadway improvement along ILL Route 9 and included funding for the improvement of US 150 / ILL 9 from east of I-74 to Royal Pointe Drive in Bloomington in the current FY 2019 – FY 2024 Proposed Highway Improvement Program.  This includes the one-way couple of Locust Street (eastbound) and Empire Street (westbound).

Resurfacing on 6.9 miles, ADA improvements, engineering for design, location and environmental studies and engineering for contract plans are programmed during FY 2019-2024 at a cost of $9.7 million. Of this total, engineering for design, location and environmental studies is programmed in FY 2019 at a cost of $350,000.

US 51 Business (Center Street) from Division Street to Illinois 9 (Empire Street)
This project includes reconstruction on Center Street from Division Street to Empire Street. The repairs are programmed in FY 2020 to FY 2024 at a cost of $2,775,000.
