The City of Bloomington Finance Department sends a bill each month to charge water fees, sewer fees, storm water fees, solid waste fees, utility taxes, BNWRD fees, and other fees. A list of fees that fund Public Works activities are listed below. Click here to visit the Utility Billing page.
Water
Water Rates - Effective May 1, 2012
The cost for use of City water shall be ascertained according to the amount of water used during the month for which the charge is made and shall be graduated as follows:

Fire Protection
Fire Protection is $13.60 per inch of diameter (rounded up to the nearest inch) of fire service line serving a business.

Utilities Tax
The City charges a utility tax on electric, natural gas, water and telecommunication usage as allowed by state statue. The City has home rule authority to raise these rates. However, the state limits the amount of tax that can be charged. The city is currently charging approximately half of the statutory limit allowed for each tax component.

The 3.75% tax on water is charged to the consumer as a percent of gross charges by the City’s own water utility and then forwarded to the City’s General Fund. Click here for more information on the City's Utilities Tax,
Sanitary Sewer
The current sanitary sewer rates are outlined below. Fees are charged by the City of Bloomington (COB) and the Bloomington-Normal Water Reclamation District (BNWRD). Beginning May 1, 2019, COB sanitary sewer rates will begin increasing by 3 percent on an annual basis. For more information, click here to view the sanitary sewer maintenance page.

Storm Water
The current storm water rate charged by the City of Bloomington is outlined below. Beginning May 1, 2019, storm water will begin increasing by 3 percent on an annual basis. The City of Bloomington calculates fees based on parcel size for single-family homes and duplexes and Impervious Area Units for parcels other than single-family homes and duplexes. The parcel types are defined below:

Single-Family Homes and Duplexes
• Small Parcels (2 IAU): Gross area less than or equal to 7,000 sq. ft.
• Medium Parcels (3 IAU): Gross area greater than 7,000 sq. ft. and less than or equal to 12,000 sq. ft.
• Large Parcels (5 IAU): Gross area over 12,000 sq. ft.

Parcels other than Single-Family Homes and Duplexes (Commercial)
• Parcels less than or equal to 4,000 sq. ft. (4 IAU)
• Parcels greater than 4,000 cu. ft. (Actual IAU or 4 IAU, whichever is greater)

Solid Waste

The City of Bloomington solid waste cart fee includes garbage collection each week, brush and recycle collection on alternating weeks, and bulk waste collection twice per year (spring and fall). The fee also includes usage of the Citizen Convenience Center, where Solid Waste Program users can drop off items free of charge.

All participants in the Solid Waste Program must use a cart for regularly-scheduled garbage and recycle pickups. Additional fees apply for switching from a small cart to a large cart or for placing additional bags (under 35 pounds) on the curb that will not fit inside the provided container. All residential properties that participate in the Solid Waste Program should have a cart. However, if you would like to order a cart, please contact Public Works at 309-434-2225. All solid waste fees are included in the monthly utility bill. The fees are outlined below:

Low-Income Refuse Fee
Monthly Fee: $16.48 per month (3% annual increase)
This fee applies to anyone who is considered to have low income according to federal poverty guidelines. The fee will increase on an annual basis at a rate of 3 percent beginning May 1, 2019. To see if you qualify, please contact Public Works at 309-434-2225. The same fee will apply regardless of cart size.


35 Gallon Cart
Monthly Fee: $16.48 per month (3% annual increase)
These carts are about the size of a typical garbage can, which holds about three tall kitchen (13 gallon) trash bags. The fee will increase on an annual basis at a rate of 3 percent beginning May 1, 2019.35 gallon cart

65 Gallon Cart
Monthly Fee: $25.75 per month (3% annual increase)
These carts are about the size of two typical garbage cans, which holds about six tall kitchen (13 gallon) trash bags. The fee will increase on an annual basis at a rate of 3 percent beginning May 1, 2019. 65 gallon cart

95 Gallon Cart
Monthly Fee: $29.87 per month (3% annual increase)
These carts hold about ten tall kitchen (13 gallon) trash bags. The fee will increase on an annual basis at a rate of 3 percent beginning May 1, 2019.

Bulk Waste Collection Fees
Additional charges apply for curbside pickup of bulk waste outside of the spring and fall collection periods. Once the deadline has passed, users will have to use the Citizen Convenience Center or pay for curbside collection. The fee for curbside collection outside of the regular collection period is $25 per bucket load (about 2.5 cubic yards). Switching Cart Sizes
There is a $30 administrative fee for switching from a smaller cart to a larger cart, but there is no fee for switching from a larger cart to a smaller cart. If you don't recycling or don't recycle very much, please consider recycling, which can cut household waste by up to 70 percent. To switch your cart size or to order a recycle cart, contact Public Works at 309-434-2225.

Fees for Additional Garbage Bag Stickers
Extra Garbage Bags DiagramResidents can purchase stickers to be placed on additional bags that do not fit in the provided container, so long as the bags are not more than 35 pounds. The stickers cost  $3.00 each. The stickers are designed to accommodate households on those occasions when they dispose of more trash than usual – during holidays, for example. Stickers do not replace carts. All users will be assigned a cart and charged a monthly fee. The stickers may be purchased on weekdays from 7:30 a.m. to 4:30 p.m. at the cashier’s office at Bloomington City Hall.
