Pavement Preservation Program
Beginning the week of July 23, 2012, reclamite preservative treatment will be applied to the local streets shown on this map. Temporary 'No Parking' signs will be placed in the blocks to be done prior to treatment. An applicator truck sprays the reclamite on the asphalt surface. The material penetrates into the asphalt and changes color in about 15-30 minutes depending on temperature and other factors. A light coating of sand is then applied to absorb any material left-over and reduce tracking of the material. One half of the road will remain open during treatment.
Reclamite is an emulsion made up of specific petroleum oils and resins. It penetrates into the top layer of asphalt pavement and brings the Maltene and Asphaltene ratio back to a proper balance. The rejuvenating process keeps the pavement flexible, so both cracking and road fatigue are reduced. It also seals the pavement from air and water, slowing the oxidation process and reducing the loss of small aggregate. This type of treatment is designed to keep the good streets in good condition longer.

50/50 Sidewalk and Ramp Replacement Program
This project includes the residential sidewalk repair program. Homeowners can have sidewalk along the street in front of their home replaced by the City's contractor for half of the cost. Applications are currently being accepted. The program continues through the Summer until the budgeted money runs out. For more information call 434-2225.
The Ramp Replacement Program is used to upgrade existing intersection sidewalk ramps to current standards. To request that the ramps be upgraded at a certain location, call 434-2225.

2012 Street and Alley Resurfacing and Repair
The Public Works Department has staff that does minor maintenance to streets and alleys including pothole repair and minor patches. Major street and alley work is handled by contractors working for the City. Annually the City has a contractor resurface streets and alleys. During 2012 the City has two different contracts. Because of this, streets will be completed in different time frames based on the contractor. Click here for an Adobe PDF map showing resurfacing contract work for 2012.
Information about the City of Bloomington streets is maintained in a GIS - Geographic Information System by the Engineering Division of the Public Works Department. The condition rating along with other information is used to help determine which streets will be resurfaced each year. Additional information about the pavement rating system can be found in this PDF presentation. The public can view an interactive map with the pavement rating layer by clicking this link.
Resurfacing a street may also including milling off the existing surface, spot repairs, and adjusting manholes and other utilities in the street. During certain stages of construction, parking will be prohibited during the day, typically from 7 AM – 5 PM. At times access to driveways will be limited for a few hours. A representative of the Public Works Department oversees the construction work. Hamilton Rd. Extension east of Brookridge Apartments
Update 10/25/2012 - The new road is open to traffic. Some minor work remains to be done to complete the punch list items.
Update 9/10/2012 – Work is nearing completion and the new road is expected to be opened by the end of September.
Hamilton Road is currently being extended from the Brookridge Apartments Entrance to 1,200 feet east. Two-lanes are being constructed with a 5' wide sidewalk on the north side of the street. Sidewalk is also being extended along the existing portion of Hamilton Road from Hershey Road to the Brookridge Apartments Entrance. The work is expected to be completed in 2012. In the future the road will be widened to 4 lanes when it is needed.

Lafayette St. Reconstruction from Maple to Morrissey (US 150)
Update 12/20/2012 - Some punch list items remain. The street still has temporary pavement markings that will be removed and replaced next year with permanent pavement markings which will include a two-way left turn lane in the middle.
Update 11/9/2012 - Lafayette is open to traffic today! Road work is finished except for some punch list items.
Update 10/25/2012 - Road work is nearing completion and sidewalk is installed. The final surface course of asphalt should be installed in 1 to 2 weeks weather permitting on Lafayette, Maple & Redwood.
Update 9/10/2012 – Underground work is complete. Preparation of the road bed is underway. Project is currently on schedule for a November 2012 completion.
Update 7/20/2012 – Beginning Tuesday July 24th Lafayette Street will be closed to through traffic from Morrissey Drive to Bunn Street. Access will be maintained to businesses and residences. This closure is expected to last until the end of October 2012.
This project includes the complete removal of the existing Lafayette Street between Maple Street and Morrissey Drive. Click here to see the project overview map. The new road will be 3 lanes wide with a center two way left turn lane. The new road includes curb and gutter plus sidewalk on the north side. Construction should be completed by the end of the year 2012. Primary funding for this project is from Motor Fuel Tax Funds.

Morris Ave. Reconstruction from Fox Hill Apartments to Six Points Road
Update 4/15/2012 - Beginning Thursday, April 18, 2013, Morris Avenue will be closed to through traffic from Goose Creek Drive to Fox Hill Circle for completion of the road reconstruction project. The road will remain open to emergency vehicles and businesses and residents within the project limits. This closure will be in effect until construction work is complete, which is anticipated to be May 24, 2013.
Update 10/20/2012 - This section of Morris Avenue is now open to traffic for the winter! Some construction work remains to be done next spring.
Update 8/21/2012 - Beginning Thursday, August 23 access to businesses and residents within the project limits will be provided by a temporary road. Access to 1609 S. Morris and all properties south of this address will be from the south only. Access to 1607 S. Morris and all properties north of this address will be from the north only. Forrest Park will only be accessible from Springfield Road.

REGENCY PUMP STATION REHABILITATION
Update 5/2/2013 - The new rehabilitated pump station began operation today. Some work remains to be completed.
This project includes removal of the existing pumps and control system built in 1968. The dry well will be abandoned and a new control structure installed above the ground along with new pumps. Work should begin late summer 2012 and be finished during the winter. Motorists can expect periodic lane closures in the area of Regency Drive near Rust Road by State Farm Corporate.

2012 Drainage Improvements
Update 9/10/2012 – Most of the work on this project is complete, except for installation of the sluice gate at White Eagle Lake (waiting for delivery) and surface restoration (sidewalk replacement, grading & seeding).
Update 6/21/2012 – A neighborhood meeting regarding the work to be done at White Eagle Lake will be held at 7 PM on Wednesday, July 11, 2012 in the Breckenridge Homeowners Association Community Room at the southwest corner of White Eagle and Streid Drive.
This construction project includes work at the following locations:

White Eagle Lake Shoreline Stabilization and silt removal. The normal water elevation will be lowered to facilitate this work. Banks will be graded and rip-rap placed along shoreline.

Gaelic Channel Paving from Saddlebrook Drive west to Gaelic Lake. Slopes will be regraded and seeded along with concrete paving in the channel bottom.

Slayton Drive Channel Improvements includes replacement of existing drain with larger inlet and some channel paving replacement.

Sugar Creek Erosion Repair to fix erosion issues along parts of Sugar Creek between Hershey Road and Airport Road. Slopes will be regraded and rip-rap placed.
This work is under contract and construction is planned to start during the summer of 2012. Funding for this project is primarily from the Stormwater Management Fund.

Veterans Parkway, Morris Avenue, Six Points Road, Springfield Road and Greenwood Avenue Improvements by IDOT
Update 12/20/2012 – Construction work has been completed and this area has been fully open to traffic for several weeks. There still are some punch list items to be finished.
Update 9/10/2012 – Work is several weeks ahead of schedule. Morris Avenue will be reopened south of Veterans soon. Most of the major road work should be done by the end of September. Miscellaneous work is expected to continue into November.
Update 6/1/2012 - Morris Avenue from Veterans Parkway south to Greenwood Avenue will be closed up to 3 months for road construction.
Update 5/17/2012 - Beginning at 6 am Thursday May 17th, the new signalized intersection at Veterans Parkway and Greenwood Avenue will be open to traffic. Access to Greenwood Avenue east of Zweng Avenue will be through this new intersection. Access to Greenwood Avenue west of Zweng will be from Morris Avenue until the last section of the new Greenwood Avenue is completed and then the access from Morris Avenue will be permanently closed.
Update 3/1/2012 - Morris Avenue will be closed to traffic (except emergency vehicles) between Veterans Parkway and Greenwood Avenue for water main work. The closure is expected to be from Monday, March 5 through Thursday, March 8, 2012, weather permitting.
Update 12/14/2011 - Six Points Road is open again to traffic west of Morris Avenue. The traffic signals are operational now at Morris Avenue and Six Points Road. This area is still a construction zone and everyone should be extra alert for changing traffic patterns and some construction activity, even through the winter months.
Update 11/30/2011 - The work on Six Points Road is nearing completion and it should be opened mid to late December. When it is opened the temporary traffic signals at Morris Avenue and Six Points Road will be turned on and Springfield Road will be permanently closed at this intersection. Drivers should use caution in the entire work area due to the new traffic patterns and ongoing construction during the winter. Please note that the new posted speed limit on Six Points Road is 30 mph and there is a reduced speed limit of 25 mph on Morris Avenue through the work zone.
Update 10/10/2011 - According to the Contractor, the project is approximately 5 weeks behind schedule due to longer than anticipated private utility relocations. During Six Points Road pavement construction, some residents may not have vehicular access to their driveways. IDOT and/or Stark will provide accommodations for affected handicapped or elderly residents.
Update 7/8/2011 - Six Points Road will be closed to traffic between Longden Avenue and Morris Avenue starting on Wednesday, July 13, 2011 for several weeks for reconstruction. Click here for a map with the details.
Update 4/21/2011 - Six Points Road will be closed to through traffic between Alexander Road and Morris Avenue from April 25 - May 9, 2011 for utility work.
This project involves improvements to sections of the above referenced roads. Click here to see the project overview map. This project is being managed by IDOT - Illinois Department of Transportation.
Construction is scheduled to begin the week of March 28, 2011. Initial work will include clearing, utility work and some earth work. All work is scheduled to be completed by December 2012. The work on this project will be done in phases. At certain times some of the streets will be closed to through traffic during construction. Veterans Parkway and Morris Avenue are to remain open during construction. Sections of Greenwood Avenue, Six Points Road and Springfield Avenue will be closed during parts of the project. Springfield Road northeast of Morris Avenue will be closed permanently once the new section Tanner Street is open to Morris Avenue.
