In an attempt to serve as a catalyst for the attraction and retention of high quality commercial development, the City of Bloomington adopted a detailed Economic Development Strategic Plan and Incentive Guideline. Together, these documents outline the goals and objectives of the Office of Economic Development and also provide a framework for the programs and tools necessary to achieve those goals.
