Pavement Preservation Program

Update 9/27/11 - Because of the rain and cooler temperatures the work will be delayed until Thursday 9/29.

Begining the week of September 26, 2011 reclamite preservative treatment will be applied to the local streets shown on this map.  Temporary No Parking signs will be placed in the blocks to be done prior to treatment.  An applicator truck sprays the reclamite on the asphalt surface.  The material penetrates into the asphalt and changes color in about 15-30 minutes depending on temperature and other factors.  A light coating of sand is then applied to absorb any material left-over and reduce tracking of the material.  One half of the road will remain open during treatment.

Reclamite is an emulsion made up of specific petroleum oils and resins. It penetrates into the top layer of asphalt pavement and brings the Maltene and Asphaltene ratio back to a proper balance. The rejuvenating process keeps the pavement flexible, so both cracking and road fatigue are reduced. It also seals the pavement from air and water, slowing the oxidation process and reducing the loss of small aggregate. This type of treatment is designed to keep the good streets in good condition longer.

50/50 Sidewalk and Ramp Replacement Program

This project includes the residential sidewalk repair program. Homeowners can have sidewalk along the street in front of their home replaced by the City's contractor for half of the cost. Applications are currently being accepted. The program continues through the Summer until the budgeted money runs out. For more information call 434-2225

The Ramp Replacement Program is used to upgrade existing intersection sidewalk ramps to current standards.  To request that the ramps be upgraded at a certain location, call 434-2225.

2011 Street and Alley Resurfacing and Repair

The Public Works Department has staff that does minor maintenance to streets and alleys including pothole repair and minor patches.  Major street and alley work is handled by contractors working for the City. Annually the City has a contractor resurface streets and alleys.  During 2011 the City has two different contracts.  Because of this, streets will be completed in different time frames based on the contractor.  Click here for an Adobe PDF map showing General Resurfacing work to be done this year.  Click here for an Adobe PDF map showing Street and Alley Repair work to be done this year.

Information about the City of Bloomington streets is maintained in a GIS - Geographic Information System by the Engineering Division of the Public Works Department.  The condition rating along with other information is used to help determine which streets will be resurfaced each year.  Additional information about the pavement rating system can be found in this PDF presentation. The public can view an interactive map with the pavement rating layer by clicking this link.

Resurfacing a street may also including milling off the existing surface, spot repairs, and adjusting manholes and other utilities in the street.  During certain stages of construction, parking will be prohibited during the day, typically from 7 AM – 5 PM.  At times access to driveways will be limited for a few hours. A representative of the Public Works Department oversees the construction work.  If there are any special needs or concerns, please contact the Engineering Division of the Public Works Department at 434-2225.

Tanner Street Reconstruction

Morris to Lake

Update 12/7/2011 - Tanner Street along with the first roundabout intersection in Bloomington is open to traffic today!  On 12/8/2011 Springfield Road will be permanently closed to thru traffic south of Forrest Park.

Update 11/30/2011 -  The work is nearing completion and the road should be opened mid to late December.  Springfield Road from Forrest Park entrance to Morris Avenue/Six Points Road will be permanently closed when Tanner Street is opened to traffic.

This project includes the complete removal of the existing Tanner Street between Morris Avenue and Lake Drive. Click here to see the project overview map. The new road will include curb and gutter.  The alignment of Tanner Street will be shifted to line up with Butchers Lane at Morris Avenue. There will be a roundabout intersection constructed at Lake Drive, Tanner Street and the entrance to Forrest Park.  Construction should be completed the end of the year 2011. Funding is from the City's Capital Improvement Funds.

Veterans Parkway, Morris Avenue, Six Points Road, Springfield Road and Greenwood Avenue Improvements by IDOT

Update 12/14/2011 - Six Points Road is open again to traffic west of Morris Avenue.  The traffic signals are operational now at Morris Avenue and Six Points Road.  This area is still a construction zone and everyone should be extra alert for changing traffic patterns and some construction activity, even through the winter months. 

Update 11/30/2011 -  The work on Six Points Road is nearing completion and it should be opened mid to late December.  When it is opened the temporary traffic signals at Morris Avenue and Six Points Road will be turned on and Springfield Road will be permanently closed at this intersection. Drivers should use caution in the entire work area due to the new traffic patterns and ongoing construction during the winter. Please note that the new posted speed limit on Six Points Road is 30 mph and there is a reduced speed limit of 25 mph on Morris Avenue through the work zone.

Update 7/8/2011 - Six Points Road will be closed to traffic between Longden Avenue and Morris Avenue starting on Wednesday, July 13, 2011 for several weeks for reconstruction.  Click here for a map with the details.

Update 4/21/2011 - Six Points Road will be closed to through traffic between Alexander Road and Morris Avenue from April 25 - May 9, 2011 for utility work.

This project involves improvements to sections of the above referenced roads.  Click here to see the project overview map.  This project is being managed by IDOT - Illinois Department of Transportation

Construction is scheduled to begin the week of March 28, 2011. Initial work will include clearing, utility work and some earth work. All work is scheduled to be completed by December 2012.  The work on this project will be done in phases.  At certain times some of the streets will be closed to through traffic during construction.  Veterans Parkway and Morris Avenue are to remain open during construction.  Sections of Greenwood Avenue, Six Points Road and Springfield Avenue will be closed during parts of the project. Springfield Road northeast of Morris Avenue will be closed permanently once the new section Tanner Street is open to Morris Avenue.

High Speed Rail Improvements  

Update 5/25/2011 - The railroad crossings at Six Points Road and Miller Street are planned to be opened today.

Update 5/18/2011 - The following railroad crossings will be closed by the Union Pacific Railroad for up to two weeks.

  • Six Points Road starting on 5/19/2011
  • Miller Street starting on 5/20/2011

 

  • Washington Street will be closed for 4-6 hours on 5/20/2011

The IDOT - Illinois Department of Transportation in conjunction with the Union Pacific Railroad is in the process of upgrading the railroad track from St. Louis to Chicago for High Speed Rail.  The TRT - Track Renewal Train is traveling north from Springfield and is expected to be in the Bloomington on May 19, 2011. This operation includes installation of new larger steel rails and concrete railroad ties.  During this work the "at grade" railroad crossings will be closed to traffic and pedestrians.   The Six Point Road Railroad crossing and the Miller Street Railroad crossing will be closed for reconstruction starting around May 19, 2011 for up to two weeks.  The Washington Street Railroad crossing will be closed temporarily for about 4 - 6 hours on May 20, 2011 with reconstruction done at a later date. Update 10/10/2011 - According to the Contractor, the project is approximately 5 weeks behind schedule due to longer than anticipated private utility relocations. During Six Points Road pavement construction, some residents may not have vehicular access to their driveways. IDOT and/or Stark will provide accommodations for affected handicapped or elderly residents.
