Block Grant  

West Bloomington Plan Area and Building Conditions Report 2008Community Development Funds
  • Activities to benefit low to moderate income persons.
  • To aid in the prevention or elimination of slums or blight.
  • To meet community development needs having a particular urgency.

Activities are funded through HUD’s Community Development Block Grant (CDBG) Fund and are administered through the City of Bloomington’s Code Enforcement Division, a division of the Planning and Code Enforcement Department (PACE).

Rehabilitation Loans
Rehabilitation loans are available for qualified applicants who are the owner/occupant of a single family structure within the City of Bloomington Corporate limits.

To be eligible, applicants must meet HUD's income guidelines based upon household size and annual gross income.

Eligible repairs include: Structural and/or mechanical repairs, i.e. roofs, windows, foundations, electrical, plumbing, heating, energy conservation, health and safety items, handicap accessibility alterations.

Ineligible repairs include: Luxury items, i.e. swimming pools, detached garages, decks/patios and general remodeling/redecorating.

Types of Assistance Available
  • City Direct Loan: This is a 0 - 3% interest loan for those applicants who can afford to make monthly payments.
  • Deferred Loan: This is for those households who cannot afford to make monthly loan payments. Usually those that are on a fixed or very limited income, i.e. elderly or disabled. A lien is placed against the property for all costs incurred until the owner loses their interest in the property, through death or sale.
