Consolidated Plan  

The 2005-2010 Consolidated Plan consists of information required by the Department of Housing and Urban Development.  It presents a plan for the use of Federal Community Development Block Grant (CDBG) funds to address housing and development needs in the Bloomington-Normal metropolitan area.  The lead agency for the City of Bloomington's Consolidated Plan is the Department of Planning and Code Enforcement, Community Development Division.
 
The Plan covers the period from May 1, 2005 through April 30, 2010.  The City of Bloomington's Community Development program plan for the next five years is to primarily to improve the economic, physical and housing environments for families and households with low or moderate income.  Following are the priority community development needs for the next five years:
 
*  1998 designated slum/blight boundary areas for public improvements, public facilities, code enforcement, acquisition/demolition, acquisition/rehabilitation, rehabilitation and in fill new construction activities
*  Conversion of current lower income (50-80% of area median income) renters and other lower income families expected to reside in the City for employment reasons into homebuyers by developing affordable housing subdivisions
 
Based on the above identified needs, the City of Bloomington will continue to allocate Community Development Block Grant (CDBG), Supportive Housing Program (SHP), and other U.S. Department of Housing and Urban Development investments to support activities in the above identified categories for the five years of this plan.
