New City Manager Selected

On behalf of the members of the Bloomington City Council, we are pleased to announce our candidate for the next City Manager of the City of Bloomington. 

A Press Release was distributed to the media on Monday, December 1, 2008 outlining Mr. Hales credentials and announcing a  reception for the public to meet Mr. Hales.  The reception will be held from 11:00 a.m. to 12:30 p.m. at the Bloomington Center for the Performing Arts located at 600 North East Street, Bloomington, Illinois.

PRESS RELEASE

Mayor Stephen Stockton and the members of the Bloomington City Council are pleased to announce they have completed city manager candidate interviews and have selected David A. Hales to serve as Bloomington’s next City Manager.  The appointment will be voted on at the next City Council meeting scheduled for Monday, December 8.

Mayor Stockton and the Bloomington City Council received 47 resumes from candidates throughout the country interested in serving as the next City Manager.  Five candidates were interviewed for the position and on Thursday, November 20, the position was offered to Mr. Hales.

Mr. Hales currently serves as the Director of Finance/Administrative Services for West Jordan, Utah (pop. 101,000).  He has 27 years of local government experience.  In addition to his service in West Jordan, Mr. Hales has served as city manager in three cities:   Bend, Oregon (pop. 65,000), Kannapolis, North Carolina (pop. 40,000), and the City of Centerville, Utah (pop. 16,000).

Mr. Hales has a Bachelor of Arts Degree in Political Science from the University of Utah and a Master of Public Administration from Brigham Young University.  He has achieved the designation of Certified Public Finance Officer from the Government Finance Officers Association and a Certificate in Municipal Management Administration from the University of North Carolina at Chapel Hill.   In addition, while serving as City Manager of Kannapolis, North Carolina, the City and Mr. Hales received a Program Excellence Award for Citizen Involvement from the International City and County Management Association and an award from the Governor of North Carolina for Community Oriented Policing.

“We are excited about the new ideas that David Hales will bring to Bloomington.  He has served as city manager in other cities in both eastern and western states, and has extensive financial experience, which is especially important in this challenging economy", commented Mayor Stockton.

Mr. Hales will likely begin his new position no later than January 12, 2009.   He succeeds Tom Hamilton, who announced his retirement last June and is serving in the position until next month.

The City will host a reception for the public to meet Mr. Hales on Saturday, December 6 at 11 a.m. at the Bloomington Center for the Performing Arts located at 600 North East Street, Bloomington, Illinois.
