The Coronavirus Aid, Relief, and Economic Security (CARES) Act, passed by the US Congress in March 2020, made additional Community Development Block Grant (CDBG) funding available to local entitlement communities, such as the City of Bloomington. These funds, commonly called CDBG-CV, are intended to be used to prevent, prepare for, and respond to the COVID-19 crisis. Funds must support programs that address unmet needs with no duplication of benefits. In total, the City of Bloomington has made more than $420,000 available to support Bloomington residents and businesses in crisis due to COVID-19.
COVID-19 Direct Aid to Residents
The City has made $270,000 available to residents financially affected by COVID-19. Eligible applicants will reside within the corporate city limits of Bloomington and have a documented crisis occurring on or after March 17, 2020. Financial assistance is available to help with rent, mortgage, utilities, health care expenses and child care. Assistance payments will be made directly to the provider and will not exceed 3 months of assistance. Maximum assistance is $1,000 per month or $3,000 total, whichever is less. Assistance provided through this program will address unmet needs with no duplication of benefits. Assistance may be combined with funding from the City's local partners to the maximum allowable benefits.
Residents requesting assistance must submit a complete application with all required backup documentation to verify identity, residency, income and crisis. City staff is available at the exterior walk-up window at Grossinger Motors Arena (Front & Madison) to accept application submissions and make photocopies of backup documents, if necessary. Applications are available in English, French and Spanish and can be submitted using one of these methods:
