Planning aims to promote public health, safety and welfare by guiding development of the built environment. The Planning and Zoning Division of the Community Development Department works with citizens, local leaders, city departments, developers, engineers, and nonprofit organizations to implement the community’s comprehensive vision.

The Division provides technical and professional advice regarding city planning, zoning, subdivision planning, planned unit developments, historic preservation/rehabilitation, and sign regulation activities. The Division promotes and oversees coordinated, continuous, and comprehensive short and long term urban planning for the future growth and development of the City of Bloomington. 

Representatives from the Planning and Zoning Division serve on multiple ad hoc commissions and provide technical support to the following boards:

Planning Commission
Regular meeting dates and times: 4:00 pm; second and fourth Wednesday of the month

Zoning Board of Appeals
Regular meeting dates and times: 4:00 pm; third Wednesday of the month

Historic Preservation Commission
Regular meeting dates and times: 5:00 pm; third Thursday of the month


The Planning Division may also be the first point of contact for citizens and developers in the Community. The Division oversees Bloomington’s weekly project review group meeting designed to assist developers in vetting projects during initial planning stages.
